Rocky Mount police arrested a second man Monday and charged him with forcing his way into two Rocky Mount houses New Year’s Day and opening fire, killing one man and critically wounding two others.

Justin Jerrelle Williams, 19, was charged Monday with first-degree murder, attempted first-degree murder and robbery with a dangerous weapon.
