Man accused of child sex abuse in N.C. and N.Y.

CHARLOTTE – A man who moved to North Carolina about a decade ago from upstate New York is accused of sexually abusing children in both states.

Bill Bates-Congdon of Warsaw was arrested last month and accused of abusing children in the town of Scriba, N.Y.

The 49-year-old Bates-Congdon faces 22 felony counts in New York involving the alleged sexual abuse of four children.

On Friday, Union County authorities said they added two more victims to the list after authorities seized what they described as homemade child pornography from Bates-Congdon’s home.

Union sheriff’s Lt. David Linto said two North Carolina children were identified from the videos. Authorities are asking the FBI for help identifying additional children who appear in the recordings.
