The race for the District 23 seat in the N.C. House of Representatives will go to a runoff election, Edgecombe County Elections Director Jerry Spruell confirmed Tuesday.

Candidate R.B. “Rusty” Holderness, a Democrat from Tarboro, has requested a second primary, Spruell said.

Shelly Willingham, a Democrat from Rocky Mount, received the most votes in a four-way race for the N.C. House District 23 seat, but he did not achieve the 40 percent threshold required to avoid the possibility of a second primary. As the second-highest vote getter, Holderness had the right to request a second primary.

N.C. House District 23 represents Edgecombe and Martin counties.
