Typical Rocky Mount

Declaring some sort of water conservation effort early so that they can reduce the flow of water downstream even though there is no water emergency. This is a dishonest attempt to horde water for Rocky Mount to the detriment of the water customers downstream. There is NO reason for Rocky Mount to withhold water for downstream water users. There is no water shortage, as evidenced by water running over the dam. To declare conservation measures so that they can reduce water running downstream is dishonest.
