Washington daycare owner accused of hitting 3-year-old

WASHINGTON — Police in Washington accuse the owner of a closed daycare center and former city councilman with hitting a 3-year-old girl in the face.

Authorities say 45-year-old Darwin Woolard is charged with assault on a child under 12.

The Department of Health and Human Services shut down Kingdom Kids Academy in Washington on Monday, saying its license was suspended because conditions at the center presented an unsafe environment for children.

DHHS said it received a complaint last Wednesday of child abuse or neglect regarding inappropriate discipline of children. An agency report said a 3-year-old was struck in the face and another child was pulled across a floor by their ear.

Woolard is free on a $10,000 secured bond. It wasn't known if he has an attorney.
