Sex offender indicted for kidnapping

A registered sex offender from Tarboro has been indicted by a Wayne County grand jury on kidnapping and rape allegations.

George Carter Petty Jr., 48, is charged with first-degree forcible sexual offense, attempted first-degree forcible sexual offense, second-degree kidnapping, assault inflicting physical injury by strangulation and larceny.

Goldsboro police identified Petty as a suspect in an April 2018 kidnapping and sexual assault case, according to authorities. Officers responded on April 12 to a call regarding a possible domestic assault on North Berkeley Boulevard.

At the scene, police spoke with a Princeton woman who was extremely upset and had visible signs of abuse on her face, neck and arms, police reported. Investigators with the department’s Investigations Division opened an investigation into the assault.

The woman told police that Petty kidnapped and sexually assaulted her at knifepoint, so the officers obtained a warrant for Petty’s arrest.

Petty used a switchblade and cut the woman’s throat while holding it against her skin, according to the warrant.

Members of the U.S. Marshals Fugitive Task Force arrested Petty on May 2, 2018, in Dallas, Texas, three weeks after the alleged assault.

Petty faced similar charges in 2003 in Halifax County where he was convicted and sentenced to a dozen years in prison.

He was released in December 2016, according to court documents.
